Is it difficult to park in Rouen?
Yes, parking in Rouen does require a little forethought. The town has a dense historic hypercentre of medieval alleyways where traffic is severely restricted. On-street parking is charged from Monday to Saturday, 9am to 7pm, and spaces become scarce from late morning onwards in the Cathedral district and around the Old Market. We have found that the most fluid time slots are between 10 and 11.30 a.m.: beyond this, the rotation gets out of control and the Red Zone spaces are gone in a matter of minutes. On the other hand, the city has developed a network of well-placed underground parking lots and park-and-ride facilities (P+R) that make it easy to get to the center without stress. If you plan your visit in advance, you’ll easily find a solution to suit your needs.

Parking in Rouen: summary
Careful street parking
On-street parking is subject to zoning regulations, which you should be aware of before you leave your car. The hypercentre – the area around the Old Market, the Gros Horloge and Notre-Dame Cathedral – is classified as a Red Zone. Maximum parking time is 1h30. The Forfait Post-Stationnement (FPS) is €25 or €35, depending on the sector. The pericenter, in Zone Orange, offers greater flexibility with a maximum duration of 3.5 hours. In both cases, payment is made by entering the license plate at the pay station or via the PayByPhone and EasyPark applications. On-street parking is free at night (7pm to 9am) and on Sundays and public holidays – useful information if you’re arriving late in the day.

Free parking
Rouen offers a number of free alternatives, provided you know where to look. Park & Ride facilities are entirely free of charge for users of the Astuce public transport network. In addition, a hundred or so downtown parking spaces offer a free quarter-hour daily, ideal for a quick errand. The Place du Boulingrin surface parking lot offers 2 hours free parking on weekdays, thanks to the blue parking disc. More details later in the article.

Essential tips
- At peak times, on-street spaces (Red Zone) are saturated from 5pm onwards and on Saturday afternoons. Arrive between 10 and 11.30 a.m. to make it easier to find your destination.
- If you are staying in Rouen, you should absolutely avoid leaving your car on the road for several days: the strict time limits will expose you to repeated fines.
- For longer stays, opt for a 24h/48h package in a secure underground parking lot or a P+R on the outskirts if you don’t need the vehicle during your stay.
- As in any urban area: don’t leave any visible objects or luggage in the passenger compartment. Store all your belongings in the locked trunk before arriving at your destination.

Where to park to get closer to specific places in Rouen
Rouen concentrates most of its monuments in a triangle formed by the Cathedral, the Vieux-Marché and the Rue du Gros-Horloge. However, there are a few notable sites outside this perimeter, so here are our recommendations for your destination.
Where to park to visit the historic center: Rue du Gros-Horloge and Place du Vieux-Marché
Two parking lots compete for first place on Rue du Gros-Horloge and Place du Vieux-Marché. The Parking Indigo Cathédrale offers direct pedestrian access to the forecourt of Notre-Dame Cathedral, just a few steps from the Tourist Office. We particularly like the way it exits, putting visitors right in the heart of the historic district, with no detours. Alternatively, the Parking Q-Park Palais de Justice allows you to reach the Rue du Gros-Horloge in just a few minutes on foot, with direct access to the Musée des Beaux-Arts. Both structures operate 24 hours a day and are equipped with charging stations for electric vehicles.

Where to park to visit Rouen’s Notre-Dame Cathedral
Notre-Dame Cathedral is Rouen’s most visited monument. To get you as close as possible, one option stands out:
- Parking Indigo Cathédrale – pedestrian exit directly onto the forecourt, less than 50m from the main entrance
- Parking Q-Park Palais de Justice – about 5-7min walk to the Cathedral

Where can I park to visit the Abbatiale Saint-Ouen?
To get to the Abbatiale Saint-Ouen, Parking Indigo Hôtel de Ville is the logical choice. Located on Place du Général de Gaulle, it gives immediate access to Rouen town hall and the Abbatiale Saint-Ouen, just a few hundred meters away. We also recommend this parking lot if you’re visiting the area: it’s generally less busy than those in the Cathédrale-Vieux-Marché triangle, and offers a better chance of finding a space in the middle of the day.

Rouen has five main parking lots for visitors, including four underground structures in the city center and a large park-and-ride facility on the western outskirts.
Parking Indigo Cathédrale
The Parking Indigo Cathédrale is the absolute reference for visiting the heart of Rouen. Its pedestrian access leads directly onto the forecourt of Notre-Dame Cathedral, a stone’s throw from the Tourist Office.

Where can I park for free in Rouen?
There are free options in Rouen, but they need to be used methodically. Here we present the available alternatives, detailing their respective conditions and limitations.
- Official Park & Ride sites: three sites are available on the outskirts of the town. The Mont-Riboudet P+R (881 spaces, Rive Droite Ouest) is linked to the center by the TEOR in 5 to 7 minutes. The Boulingrin P+R (35 reserved P+R spaces) offers a direct 5-minute Metro link to the “Palais de Justice” stop. The Zénith-Parc Expo P+R (300 P+R spaces out of a total of 1,000, to the south) is ideal for arrivals from the A13 freeway, served by the Fast F1 line. In all cases, parking is free on condition that you validate an Astuce ticket.
- Place du Boulingrin surface parking lot: free parking limited to 2 hours on weekdays and Saturdays, thanks to the blue parking disc. Completely free of charge on Sunday mornings, except on local market days.
- Quart d’heure gratuit” zone: a hundred or so special spaces in the town center, including Rue de la République, Rue Saint-Sever and Rue Armand-Carrel, offer 15 minutes free parking per day and per vehicle – ideal for a quick run without having to pay coins.
- Outlying residential neighborhoods: free on-street parking, with no meters or limits, in the upper part of Mont-Saint-Aignan on the Rive Droite side (around the university campus, e.g. Rue François Perroux) and in the Saint-Sever neighborhood or in Sotteville-lès-Rouen on the Rive Gauche side, close to metro stations providing easy access to the city center.

Where to avoid parking in Rouen?
Rouen’s parking regulations are strict, and certain sectors present financial or practical risks that it’s best to anticipate.
- The hypercentre on roads (Red Zone): delimited around the Old Market, the Big Clock and the Cathedral, this zone is to be avoided for all tourist visits. Parking is limited to 1h30, spaces are hard to find from midday onwards and the Forfait Post-Stationnement charge is €25 to €35, depending on the exact sector.
- Left bank around Saint-Sever center in the evening: convenient for shops during the day, this area presents a moderate to high risk of damage or theft by caravan when parked at night in isolated streets.
- Hauts de Rouen (Quartiers Sapins, Châtelet, Lombardie) and Grand’Mare: these residential neighborhoods on the northern plateau have a vandalism and vehicle theft rate well above the metropolitan average. To be avoided by any passing or tourist vehicle parked outdoors.
- Medieval lanes in the historic hypercentre: the narrow cobbled streets near the Aître Saint-Maclou pose a high risk of bodywork rubbing, making manoeuvring difficult or impossible for SUVs or large MPVs.

We would like to remind you that these three structures are equipped with dedicated PMR spaces, which makes it much easier to organize a day’s visit.

Secure underground parking lots in Rouen
If you’re leaving your car behind for several days or traveling with luggage, many of the structures in the city center offer a high level of security. The Parking Indigo Cahédrale and the Parking Indigo Vieux-Marché are both enclosed, illuminated underground car parks under video surveillance and continuous network guarding. The Q-Park Palais de Justice parking lot completes this offer, with pedestrian access controlled by code or ticket and surveillance cameras. For a stay of several days, these three addresses are the most reliable options in the center.

Is there a 24-hour parking lot in Rouen?
Good news for travelers arriving at night or leaving early in the morning: the four downtown underground parking lots (Indigo Cathédrale, Indigo Vieux-Marché, Q-Park Palais de Justice and Indigo Hôtel de Ville) operate continuously, 7 days a week. The automatic pay stations accept cash, bank cards and the PayByPhone and EasyPark mobile applications. In addition, a €2.00 evening pass applies in most Indigo parking lots between 7pm and 3am.
Where is the cheapest parking lot in Rouen?
For a few hours, the Place du Boulingrin surface parking lot is the most economical option: 2 hours free thanks to the blue disc. For a full day’s sightseeing, the Parkings Relais P+R are undoubtedly the best value: parking is free and the round trip by public transport costs around €3.60 per person. If you prefer to stay in a closed structure in the center, evening packages in Indigo parking lots also represent good value for money for a late arrival.
Is it possible to reserve a parking lot in Rouen in advance?
Yes, and we highly recommend doing so in high season or during local events. The Indigo Cathédrale, Vieux-Marché and Hôtel de Ville parking lots can be booked via the Indigo Neo app and website. The Q-Park Palais de Justice and Square des Arts parking lots offer short, weekend and 24h/48h packages on the Q-Park Resa platform. In both cases, online booking gives access to automated entry and exit by license plate reading, which greatly simplifies the experience.
Is Rouen covered by a Low Emission Zone (LEZ)?
Yes. In Rouen, the ZFE applies 24 hours a day, 7 days a week (permanently) to all vehicles, including those belonging to private individuals, if they display a Crit’Air 4 or 5 sticker or if they are not classified. The ban on Crit’Air 3 has been suspended following the improvement in air quality, but the blocking of 4, 5 and NC remains strict and permanent. If you’re not sure about your car’s compatibility, opting for a P+R on the outskirts and taking public transport to the center is the most prudent solution.
